Davenport, --- Her Majesty's Acting Consul at Shanghai requesting him to forward and recommend to Lord John Manners a memorial, which is enclosed herewith, from principal merchants at Shanghai praying His Lordship to appoint to the vacant office of Postmaster of the old residents, Mr. Barnes Dallas, who has been for a considerable period a Bill Broker in the Settlement.
2. That the Acting Consul and the other memorialists should have addressed the Postmaster General in London instead of addressing the Governor of Hongkong or instead of memorializing Your Lordship through the Governor, seems to have arisen from a letter of Mr. Lister dated 11th of July, but which was not brought to my notice now, in which he said he should have much pleasure in forwarding Mr. Dallas' application to the proper quarter, adding that the Imperial Government and the "London Post Office both claim some share in the appointment to the Colonial post Government" as well.
3. With respect to the Memorial, I need hardly say that
